Could I use my prepaid togo phone with cingular?

Generally, yes you could. You just need to make sure you can "unlock" your 2go phone. The method and complexity of unlocking a phone varies greatly between makes and models. Search google and make sure you can unlock your phone, than just pop in a cingular SIM card.

You may not need to unlock it now that I have thought about it
